Is DEP banned in Europe?
No. Diethyl Phthalate (DEP) is NOT banned, restricted, or listed as a Substance of Very High Concern (SVHC) in the EU. It is fully REACH registered and explicitly permitted under the EU Cosmetics Regulation (EC No 1223/2009). The EU Scientific Committee on Consumer Safety (SCCS) has assessed DEP and concluded it is safe for use in cosmetic products.
What is the difference between DEP and DEHP?
DEP (Diethyl Phthalate, CAS 84-66-2) and DEHP (Bis(2-ethylhexyl) Phthalate, CAS 117-81-7) are completely different substances. DEHP is classified as an SVHC, is restricted under REACH Annex XIV, banned in cosmetics, and classified as a reproductive toxicant (CMR Repr. 1B). DEP has none of these classifications — it is not an SVHC, not restricted, allowed in cosmetics, and not classified as CMR.
Is DEP safe for cosmetics?
Yes. The EU Scientific Committee on Consumer Safety (SCCS) has explicitly deemed DEP safe for use in cosmetic products at current levels. While 12 other phthalates are prohibited in cosmetics under Annex II of EC No 1223/2009, DEP is specifically excluded from this prohibition.
